A confidential note sent by the Deputy Inspector General (DIG) of Eastern zone and nodal officer of Central Industrial Security Force (CISF) sent to its headquarters on November 26 underlined that the firing was started by police and not the mob during the religious procession in Munger.
The note contradicts the claim of the controversial Superintendent of Police, Lipi Singh who was removed today. Lipi had claimed police did not fire. One person was killed and 8 received bullet wounds.
According to the report sent on October 27, “On the request of Bihar police, 20 personnel of CISF on election duty reported at Kotwali police station of Munger. One group of ten CISF jawans were deployed at Deendayal Chowk. At 11.45 pm during the course of the procession, a dispute triggered between local police and the devotees present in the procession.”
Some devotees started pelting stones heavily. In self defence, local police first fired in the air as a result the devotees got instigated. The situation threatened to get out of control. CISF head constable M Ganesh fired 13 rounds in the air as a result the violent procession got dispersed, the report added.
CISF reports are against the claim of the SP who said police did not fire and the bullets were sprayed by the anti-social elements.
Meanwhile, the situation got out of control today when mobs looted cartridges and arms from four police stations before gutting the documents and furniture.
In the night, senior police officers, including an additional DG and a secretary rank officer were sent to Munger by helicopter. Earlier in the day, new DM and SP too were rushed by helicopter on orders of the Election Commission.
