Hidayatullah National Law University organised Constitution@75 conclave for police officers at Raipur in Chhattisgarh.
Inaugurating the Conclave on “Navigating Good Governance: Constitution, Policy, and Inclusivity” as a part of the ‘Constitution @75: HNLU Series’ at Hidayatullah National Law University, Raipur, Justice Sam Koshy, Judge Telangana High court and member of the General Council of HNLU stated that “There has to be a normative and evaluative attitude in the institution of governance. Rule of law, full respect of human rights and effective participation of every section of society is the need of the hour. Therefore, to uphold the same efforts should be made towards transparency, accountability and multi-agency participation.”
He further emphasized the critical responsibility of police officers in upholding constitutional ideals, particularly in regions prone to conflict and unrest and underscored the interplay between law enforcement and inclusivity, advocating for a law enforcement approach that balances maintaining public order with the protection of individual rights.
In the opening remarks to the conclave, Prof Vivekanandan, Vice Chancellor HNLU touched upon five major challenges of inclusivity in the implementation of the Constitution listing of Caste discrimination, Gender Discrimination, Religious equality, economic disparity and right to universal education. He stated that the Indian Constitution is a farsighted document and the challenge is to operate it in that spirit where the enforcement officials have a major role to play.
Speaking in the inaugural event, The Guest of Honour, Ashok Juneja emphasized the role of police officers to protect the rights of marginalized sections especially women, children and other weaker sections of the society. He added that the police fraternity share a common goal of this live document towards safeguarding justice and rule of law. The pivotal role of the police is to benefit the local population especially in the left-wing extremist areas.
The event had two insightful technical sessions after the Inaugural session where P V S.Giridhar, Senior Counsel of Madras High Court and Distinguished Jurist Professor HNLU presented the role of formal and informal role of actors in working of the constitution. He touched upon the gains and challenges at the 75th year of the constitution.
In the second technical session, Amit Pai, Advocate on record at Supreme Court engaged the audience in a lively interaction on the special status of women, Children and the marginalized under Indian Constitution. He highlighted that the Indian Constitution was farsighted than other democracies with adult franchise to all from its inception.
The conclave, which is a second edition as part of the series of events planned by the Schools of Law and Governance, Law and Technology under the Centers of Constitutional Law and Federalism and the Centre for Innovation and IP Policy, will produce educational toolkits, e-dockets and other research monographs through this series. “The event was attended by 150 officers of the Chhattisgarh Police, including ADGs, IGs, and DIGs, with the esteemed presence of ADG (Training) Shri S.R.P. Kalluri, along with HNLU faculty and PG and UG students, fostering an interactive and engaging session.”
