The 2014 batch IAS officer, Yashpal Meena, who is having second posting at Vaishali after Nawada, has invited wrath of his subordinates at Hajipur by calling the revenue officers as Chor (thief) and belittling the Bihari officers in public.

This is not the first incident of uncivilized conduct by the civil servants in Bihar. A few months back, an ACS rank officer, K K Pathak too had abused the Bihari deputy collectors and even called some of them idiots incidentally. Pathak has origin in Uttar Pradesh.

A DGP rank Officer, Shobha Ahotkar  had entered into letter and verbal war with Vikash Vaibhav, her immediate subordinate IG in fire brigade and unparliamentary words for the Bihari officer were reportedly used. Vaibhav protested alleging threat to his life.

A few months back, an ASP, Sweety Ahlawat entered into a Verbal war with IPS veteran, Nikhil Kumar who was commissioner of Delhi police too and in presence of citizens, she gave him lessons in policing refusing to even meet the former MP of Aurangabad, who matched her grand father in age.

Reminded of an incident during emergency at Ara, the then SDO, Pancham Lal (from UP) slapped an influential and rich landlord who was charged with not paying minimum wages. The matter went to Patna High Court which ruled SDO had used minimum force( a slap) to disperse the mob of land lords.

There are recent incidents in Surajpur and Balrampur districts in Chhattisgarh, where young IPS officers could not handle the mob of agitated women who were protesting against custodial killings in the police stations. An young woman IPS was chased by women who thrashed her with brooms and sticks forcing the police officer to run for her life. Here too, it is alleged the officer (not from Chhattisgarh) was impolite to the women and used unparliamentary words for Chhattisgarhiyas.

Even after 7O years, it is certain, there is something lacking in training of the civil servants at Mussoorie and Hyderabad!
