Central Coalfields Ltd. (CCL), the Jharkhand-based arm of Coal India Ltd, would develop it’s the first greenfield open cast project through mine, developer and operator (MDO) mode.
Kotre Basantpur Panchmo, the maiden open cast (OC) green field mine of the CCL, is located on the northern side of west Bokaro coalfields in Jharkhand. The project has a capacity of 5 million tonne per annum.
This dual coal block was allocated to Coal India/CCL first time as per coal mine (special provision) Act 2015 vide allotment order issued on April 19, 2018 to commence the project within a definite timeline. This move is to engage private players to fuel coal productions and zero down coal imports leading to the Atmanirbhar Bharat Abhiyaan or Self-reliant India campaign, which is a vision of new India envisaged by the Honourable Prime Minister Shri Narendra Modi.
CCL Chairman-cum-Managing (CMD) PM Prasad said that this was the first greenfield project to be developed and operated in MDO mode for which work had been awarded. There had been constant support from the Hon’ble Coal Minister Sri Prahlad Joshi, Hon’ble Coal Secretary, Shri Anil Kumar Jain and Hon’ble Chairman, CIL Shri Pramod Agarwal for implementing this upcoming project. CCL is also getting full support from the Jharkhand government for implementing this MDO mode project.
MDO mode illustrates the concept of Public Private Partnership. In the MDO mode, the contractor carries out the entire spectrum of activities right from Physical possession of land, R&R, mine planning to development and operation of mine and coal extraction and coal transportation up to the owner’s pre fixed delivery point on behalf of the mine owner who has the mining lease. In return, the mine owner pays a contractually agreed mining fee. It is regarded as a more economically feasible method of operation for both participants.
Kotre Basantpur Panchmo project will utilize the best state of art technology to ensure that the ecosystem of the area is not hampered by mining activities. A 15 km railway track from Kedla washery to Dania railway station will be developed for this project. The mined coal will be crushed and supplied to the washery through a conveyor belt. After washing, the same will be loaded in the railway wagons for further transportation to destinations of various consumers.
The project has a capital outlay of about Rs 2000 crores. The project will generate direct and indirect employment to the villagers of the adjoining areas. The execution of the project will result in an augmentation of the infrastructure in the nearby villages and the upliftment of the community through various welfare and CSR programs.
