The Governor of Chhattisgarh, Ramen Deka, today addressed the Eighth Session of the Sixth Legislative Assembly of the State and delivered his official address to start the first session of the year.

This will also be the first budget session in the enchanting new premises of Chhattisgarh Legislative Assembly in the Nava Raipur.

Upon his arrival at the Assembly, the Governor was received by Chief Minister Vishnu Deo Sai, Speaker Dr Raman Singh, and Leader of the Opposition Dr Charan Das Mahant.

Hon’ble Members,
1. I extend my heartfelt congratulations to all of you on the Silver Jubilee of the formation of the State of Chhattisgarh and of our Legislative Assembly.
2. On the occasion of the State’s Silver Jubilee, the new Assembly building was inaugurated by the Hon’ble Prime Minister, Shri Narendra Modi. My congratulations and warm wishes to all of you on this new premise, which stands as a temple of democracy.
3. I warmly welcome you all to this first session of the year 2026 of the Sixth Legislative Assembly of the State.
4. Our State has now embarked upon a new journey towards becoming a developed State. With collective effort and firm resolve, we shall undoubtedly achieve the goal of a developed State by the year 2047.
5. Bharat Ratna and former Prime Minister, the late Shri Atal Bihari Vajpayee, envisioned and created our State. It is a matter of deep satisfaction to witness the fulfilment of the vision with which Chhattisgarh was formed.
6. Chhattisgarh holds immense potential for development. With the collective strength of its simple, sincere and hardworking people, my Government is making consistent consolidated efforts with determination to transform this potential into reality.
7. The welfare of the last person in the queue, in the true spirit of Antyodaya, remains the highest priority of my Government. Every policy is shaped with the central question of how it will benefit the citizen standing at the final rung. When policies are framed with such intent, inclusive development naturally gathers momentum.
8. Women’s empowerment is central to inclusive growth. Strengthening our _Matri Shakti_ is a core priority of my Government. In this spirit, the current year is being observed as _‘Mahtari Gaurav Varsh’_.
9. While advancing social welfare, my Government has embraced innovation suited to the needs of a new era, keeping in view the goal of rapid economic growth. The positive impact of these measures is reflected in the State’s economic indicators.

Hon’ble Members,
10. The dream of a ‘Developed Chhattisgarh’ and a ‘Developed India’  can only be realised when our farmers are strong and prosperous. My Government is continuously working to connect them with modern technology, ensure fair prices for their produce, and facilitate easy access to markets.
11. This year, 141.04 lakh metric tonnes of paddy were procured at Minimum Support Price from 25 lakh 24 thousand farmers, and an amount of Rs 33,431 crore was paid. Under the ‘Krishak Unnati Yojana’, my Government has decided to disburse Rs 10,292 crore to farmers before Holi.
12. The Government led by Prime Minister Shri Narendra Modi at the Centre is also farmer-friendly. In Chhattisgarh, 24 lakh 72 thousand farmers are receiving benefits under the Pradhan Mantri Kisan Samman Nidhi.
13. Landless agricultural labourers are also covered under the welfare ambit of my Government. More than 5 lakh landless agricultural workers in the State are being provided Rs 10,000 annually under the ‘Deendayal Upadhyay Bhumihin Krishi Majdoor Kalyan Yojana’.
14. My Government is undertaking concrete measures to ensure the availability of quality seeds to farmers. To make the State self-reliant in seed production, 100 per cent subsidy on certification fees is being provided to farmers belonging to Scheduled Castes, Scheduled Tribes, and women categories. In the past two years, 21 lakh quintals of certified seeds have been distributed.
15. To enhance the export potential of foodgrains grown by our farmers, my Government is working on technologies to increase their shelf life. A Centre of Excellence is being established at Indira Gandhi Agricultural University, Raipur, with the assistance of the Bhabha Atomic Research Centre, at a cost of Rs 6 crore.
16. Agricultural practices worldwide are evolving rapidly. Faculty members and students engaged in agricultural research are being facilitated with regular exposure visits. My Government is committed to promoting pulses and oilseeds in the State. Under the ‘Dalhan Beej Utpadan Protsahan Yojana’, the subsidy has been enhanced from Rs 1,000 per quintal to Rs 5,000 per quintal. Under the ‘Akti Beej Samvardhan Yojana’, the subsidy for production and distribution of oilseed crops has been increased from Rs 1,000 per quintal to Rs 1,500 per quintal.
17. To encourage crop diversification, it has been decided to provide input assistance of Rs 11,000 per acre to farmers cultivating Kharif crops other than paddy.
18. To promote edible oil production, the Central Government is encouraging palm oil cultivation. In addition to the subsidy provided by the Centre, my Government has decided to grant a top-up subsidy of Rs 69,620.
19. Chhattisgarh holds significant potential in the cultivation of millets such as Kodo and Ragi. Efforts are underway to achieve self-reliance in seed production for these crops.
20. Our forest regions are ideally suited for organic farming, which opens promising avenues for greater income for local farmers. Organic farming is currently being undertaken in 38 thousand hectares across the State.
21. Chhuikhadan has long been renowned for its betel vines. My Government has initiated a Betel Research Centre there.

Hon’ble Members,
22. Expansion of the agriculture-based economy is incomplete without promoting animal husbandry. My Government has signed an MoU with the National Dairy Development Board in this sector.
23. The strength of cooperation is unparalleled. Under the ‘Sahkar Se Samriddhi Yojana’, 488 new dairy societies have been constituted. To enhance the income of milk-producing farmers, the Federation has increased the milk procurement price from Rs 35 to Rs 36.50 per litre.
24. While milk production stood at 1,955 thousand tonnes in 2022–23, it rose to 2,162 thousand tonnes in 2024–25. Per capita milk availability increased from 180 grams per day in 2022–23 to 194 grams per day. This growth not only benefits farmers but also strengthens nutritional support for our children.
25. Fisheries too hold immense potential. Kanker district has emerged as a model district in this field across the country and has been selected as the Best Inland District by the Central Government. At present, our State ranks sixth in the country in fish production. My Government has set a target of achieving third position by the year 2047. An integrated approach comprising crop cultivation in fields, animal husbandry at home, and fish farming in farm ponds adjoining fields will further augment farmers’ incomes. My Government is actively encouraging farmers in this direction. Encouraging results have already emerged, with fisheries being undertaken over 7,580 hectares in the private sector.
Honourable Members,
26. Irrigation projects form the foundation of a developed Chhattisgarh. Over the past two years, my Government has enhanced irrigation capacity across 25,000 hectares, taking the State’s total developed irrigation capacity to 21 lakh 76 thousand hectares.
27. Approval amounting to Rs 1,874 crore has been accorded for 477 irrigation schemes aimed at expanding and restoring irrigation facilities across more than 73,000 hectares.
28. My Government has achieved notable success in resolving pending compensation cases related to land acquired for irrigation projects. In the financial year 2024–25, compensation amounting to Rs 400 crore was disbursed to farmer brothers, while pending forest land compensation of Rs 100 crore was also cleared. This has accelerated the execution of forest-affected irrigation projects.

29. Respect for the maternal force, protection of their dignity and their economic empowerment remain the highest priorities of my Government.
30. Mothers and sisters are prudent managers of household budgets. Through the ‘Mahtari Vandan Yojana’, an amount of Rs 1,000 per month is being deposited into the bank accounts of nearly 69 lakh women across the State. So far, Rs 15,596 crore has been transferred in 24 instalments directly into the accounts of beneficiary women.
31. The scheme was launched two years ago on the occasion of International Women’s Day. Within three months, the identification of beneficiaries was completed. Due to Maoist violence, women in certain areas of Bastar were initially unable to avail its benefits. The inclusion of 7,763 such women has now begun, ensuring that no one is left behind.
32. Under the ‘Mukhyamantri Kanya Vivah Yojana’, 6,412 couples were married simultaneously across the State in February 2026. Of these, 1,316 couples solemnised their marriage in Raipur. This grand event has been recorded in the Golden Book of World Records, bringing pride to the State. Significantly, six couples of surrendered Naxalites were also married under the scheme, conveying a powerful message of trust, rehabilitation and reintegration into the mainstream of society.
33. Priority-based schemes have been designed for the empowerment of women. To enable mothers and sisters in rural areas to advance their skills, 137 _Mahtari Sadans_ have been completed and 212 are currently under construction.

34. Our children are our future. Ensuring their well-being with utmost care is a solemn responsibility. Through focused attention to nutrition, the ‘Poshan Tracker App’ has yielded encouraging results, leading to a decline across all parameters of child malnutrition.
35. During Poshan Pakhwada 2025, our State secured first position nationally for the ‘per-Anganwadi activity performance’.

36. When the shadow of terror recedes, the light of development naturally spreads, illuminating lives.
37. Over the past two years, significant progress has been made in eliminating Maoist extremism. In this period, 532 Maoists were neutralised, 2,704 surrendered and 2,004 were arrested. A strengthened surrender policy has encouraged misguided youth to return to the mainstream. They are laying down arms and embracing the Constitution, and the State is steadily advancing towards freedom from Maoist terror.
38. In areas freed from Maoist influence, basic amenities are being provided through the ‘Niyad Nella Nar Yojana’. The scheme involves 17 departments and delivers the benefits of 25 welfare schemes along with 18 community facilities to beneficiaries.
39. Connectivity has been accorded special priority in Bastar’s development. Approval of Rs 1,109 crore has been granted for 146 road and bridge construction projects. Several key works have been completed, while many others are progressing steadily.
40. In Bijapur district, the Bijapur–Awapalli–Jagaragunda and Bijapur–Modakpal–Taralaguda roads; in Sukma district, the Gadiaras to Mankapal road; and in Narayanpur district, the Garpa to Kachchapal and Garpa to Akabeda roads have been constructed. Bridges have been completed over the Chintawagu river on the Basaguda–Dharamavaram–Pamed route; over the Mari, Tumka and Mingachal rivers on the Nelsonar–Gangaloar route; and over the Phool river from Pedaras to Doleras.

Honourable Members,
41. In Naxal-affected regions, 728 mobile towers have been made operational, and 449 towers have been upgraded to 4G. DTH connections now reach villages, and high-mast lamps illuminate rural habitations at night.
42. Education and healthcare services, which once lagged in these regions, have also witnessed major gains. Approval has been granted for 31 new primary schools and 19 sub-health centres.
43. Previously, children in these areas could not even receive vaccinations due to Maoist terror. Since the launch of the Niyad Nella Nar Yojana, more than 11,000 children and women have been vaccinated, securing the health of future generations.

Honourable Members,
44. My Government is working proactively to issue Forest Rights Titles in tribal areas. Chhattisgarh ranks first in the country in the issuance of forest rights titles. So far, 4,83,222 individual forest rights titles, 48,251 community forest rights titles and 4,396 community forest resource rights titles have been issued. Over the past two years alone, 4,659 individual titles, 97 community titles and 89 community forest resource titles have been distributed, totalling 4,845 forest rights titles. In a sensitive and progressive decision, the process of mutation and simplification of procedures has been undertaken in cases where individual title holders have passed away, enabling rightful heirs to be recognised.
45. The procurement price of tendupatta has been increased from Rs 4,000 to Rs 5,500. Collection workers are also being provided with ‘charan padukas’ (flipflops). Through Van Dhan Kendras, collectors are assured fair prices for minor forest produce.
46. With 31 per cent of our population belonging to tribal communities, my Government accords priority to their upliftment.
47. Post-matric scholarships for students belonging to Scheduled Tribes, Scheduled Castes and Other Backward Classes are now being disbursed through an online portal. A new system, effective from 2025–26, ensures timely payment.
48. Eklavya Model Residential Schools are playing a pivotal role in the holistic development of tribal students. The Eklavya Model Residential School, Kosambuda, secured first position at a national-level competition and received a prize of Rs 1 crore, bringing honour to the State.
49. At the National Sports Competition 2025 held in Sundargarh, Odisha, Chhattisgarh secured second position in the country. Students of Eklavya Model Residential Schools won a total of 162 medals, elevating the State’s prestige.
50. In fulfilling the vision of Dharti Aaba Bhagwan Birsa Munda, my Government is committed to tribal development. Under the ‘PM Janman Yojana’ and the ‘Dharti Aaba Janjatiya Gram Utkarsh Abhiyan’, work is progressing at a rapid pace. Through the ‘Adi Karmayogi Abhiyan’, one and a half lakh Adi Karmayogis have been prepared to lead development in rural areas. For exemplary implementation of the Pradhan Mantri Janman Yojana and the Adi Karmayogi Abhiyan, Chhattisgarh was honoured as the best performing State by the Hon’ble President of India, Smt Droupadi Murmu.
51. To preserve the memory of Shaheed Veernarayan Singh and other tribal martyrs, my Government has established the country’s first digital museum, the Shaheed Veernarayan Singh Memorial-cum-Tribal Freedom Fighters Museum in Nava Raipur. It was inaugurated by the Hon’ble Prime Minister Shri Narendra Modi on the occasion of State Foundation Day. A Tribal and Cultural Convention Centre is also being constructed in Nava Raipur to further conserve and celebrate our rich tribal heritage.
Honourable Members,
52. My Government remains steadfast in its commitment to preserving the rich and beautiful tribal heritage of the State. For the second consecutive year, the _Bastar Pandum_ has been organised successfully. This year, the number of disciplines was increased from 7 to 12. While 47,000 artists had registered for Bastar Pandum last year, the figure rose significantly to 54,745 this year. The President of India graced the inaugural ceremony and appreciated this commendable initiative to safeguard Bastar’s cultural legacy. At the closing ceremony, Union Home Minister Shri Amit Shah Ji encouraged and inspired the participants.
53. My Government has also formulated a plan for the conservation and promotion of Akhra, the sacred worship spaces of our tribal brethren.
54. It is a matter of immense pride that Khelo India Tribal Games will be hosted in Chhattisgarh for the first time in the country. Through the Tribal Games, the splendour of Chhattisgarh’s tribal culture will be showcased to the nation and the world. The world will now witness not the smoke of gunpowder in Bastar, but the majestic, milky cascade of Chitrakote Waterfall. Following the successful organisation of Bastar Olympics, my Government is now organising the Sarguja Olympics as well.

Honourable Members,
55. From the very first day of its formation, my Government has been committed to ensuring housing for all. In its very first Cabinet meeting, approval was granted for 18 lakh houses under Pradhan Mantri Awas Yojana, and work is progressing swiftly. For surrendered Naxalites and families affected by Naxal violence, a target of constructing 15,000 houses has been set. In the current financial year, within just 10 months, Chhattisgarh created a national record by constructing the highest number of 5 lakh houses under the scheme.
56. My Government is preparing the youth for constructive and creative roles by strengthening their education, upgrading their skills, and enhancing enterprise-based opportunities.
57. We regard education as the most powerful catalyst for empowering our youth. Continuous efforts are underway to strengthen the educational framework. Nava Raipur is being developed as an education hub, where premier institutions from across the country are being established, ensuring that our youth need not migrate outside the State for higher education.
58. The maximum age limit for appearing in competitive examinations has been relaxed by five years. Simultaneously, recruitment processes are underway for nearly 32,000 posts across various departments.
59. Chhattisgarh’s handicrafts are renowned across the country. The Kosa sarees of Champa have earned admiration even abroad. My Government has decided to establish National Institute of Fashion Technology in Nava Raipur, which will provide wings to the dreams of talented designers from the State.
60. With the implementation of the National Education Policy 2020, the foundation of school education in the State has been strengthened. Every possible measure is being undertaken to enhance learning outcomes for children.
61. The launch of the first space centre in Atal Nagar, Nava Raipur, has given wings to young aspirations and propelled Chhattisgarh forward in space science. Through the ‘Antariksh Sangwari’ initiative, students, farmers, and youth will benefit, employment opportunities will expand, and the programme will be extended to every district.
62. A Science City is being established in Nava Raipur. An Astro Park is being developed in Pratappur and Mayapur of Surajpur district, where the Tropic of Cancer passes. To provide school children with hands-on experience in space-related experiments, mobile science laboratories are being established in Bastar and Sarguja in collaboration with National Council of Science Museums.

63. Climate change remains one of the most pressing challenges of our time. My Government is consistently expanding forest cover to address this concern. According to the India State of Forest Report, the State has recorded an increase of 683 square kilometres in forest and tree cover, the highest in the country.
64. Efforts are also underway to promote solar energy. It is equally vital to connect the younger generation with environmental awareness, and this is being advanced through Eco Clubs.

65. To generate large-scale opportunities for the youth, a new industrial policy has been implemented, offering attractive subsidies for establishing enterprises in the State. In alignment with Ease of Doing Business and Ease of Living, over 400 reforms have been undertaken. The Single Window System has simplified the process of obtaining NOCs. Chhattisgarh is among the leading States to enact the Jan Vishwas Act, introducing amendments to 279 provisions across various laws. Several GST reforms have also been implemented, benefiting traders and making business operations significantly smoother.
66. As a result of the new industrial policy, investment proposals worth Rs 7 lakh 83 thousand crore have been received so far. Encouragingly, these investments span sunrise sectors such as semiconductors, IT, pharmaceuticals, and AI.
67. To encourage young entrepreneurs, the Chhattisgarh Innovation and Startup Promotion Policy 2025–26 has been formulated. This policy will foster a vibrant startup ecosystem and position the State as a leading innovation hub in the country.
68. In line with the Prime Minister’s focus on Tier-2 and Tier-3 cities, my Government is committed to developing the State Capital Region by integrating Nava Raipur, Raipur, Durg, and Bhilai for comprehensive growth.
69. Through the establishment of an IT Hub, AI Hub, Pharma Hub, and Textile Park, sustained efforts are being made to enhance investment prospects in Nava Raipur.

Honourable Members,
70. My Government has signed an MoU with Bombay Hospital in Nava Raipur. At a cost of Rs 680 crore, a 300-bed super-speciality hospital will be constructed, playing a crucial role in delivering quality and accessible healthcare to the poor.
71. Under Pradhan Mantri Jan Arogya Yojana, 81 lakh families in the State have been issued Ayushman Cards. Additionally, more than 4 lakh 96 thousand senior citizens have received Ayushman Vaya Vandana Cards. Over the past two years, payments amounting to Rs 4,551 crore have been made against more than 31 lakh 44 thousand claim cases under the scheme.
72. Similarly, under the ‘Chief Minister’s Special Health Assistance Scheme’, Rs 62 crore has been disbursed over the past two years for the treatment of 2,273 patients.
73. My Government is implementing all health programmes with focused effectiveness. The results are evident. As many as 4,106 Gram Panchayats have become TB-free, with the treatment success rate rising to 92 per cent. Furthermore, to make the State cataract-free, an MoU has been executed between All India Institute of Medical Sciences (AIIMS) and the Social Welfare Department.
74. Our State has long grappled with the challenge of sickle cell disease. My Government is addressing this crisis in mission mode, and Chhattisgarh has emerged as the leading State in advancing efforts towards its elimination.
75. Serious efforts are underway to promote medical education. Five new medical colleges are being established in Jashpur, Manendragarh, Kabirdham, Janjgir-Champa and Dantewada districts, resulting in an increase of 250 MBBS seats. MBBS education is now also being imparted in Hindi medium. Additionally, 6 new physiotherapy colleges and 9 nursing colleges are being established.
76. Medical staff form the backbone of healthcare services. Over the past two years, 1,639 appointments have been made across various health service cadres, and recruitment for 2,300 additional posts is currently underway.
77. Regular eye-screening camps are being organised in schools. Spectacles have been distributed to 1 lakh 62 thousand school children, ensuring that clearer vision leads to a brighter future.

Honourable Members,
78. My Government is firmly committed to transforming the State into a hub of manufacturing and service industries. Under the double-engine Government, infrastructure development has gained remarkable momentum. Railway projects worth Rs 51,000 crore are currently underway in the State. The completion of the Jagdalpur–Rowghat rail line will significantly accelerate the development of Bastar. Similarly, the doubling of the KK (Kottavalasa–Kirandul) rail line is progressing rapidly. This project will be of immense importance for the advancement of Bastar.
79. Approval has been granted for the Dongargarh–Kawardha–Katghora rail line, while survey and DPR work for the Korba–Ambikapur rail line is in progress. Improved connectivity through the Dharamjaygarh–Lohardaga and Kharsia–Nava Raipur–Parmalkasa routes will strengthen access to industrial centres, thereby expediting the State’s economic growth.
80. To further accelerate Chhattisgarh’s economic development, two new expressways, Raipur–Visakhapatnam and Raipur–Dhanbad, are being constructed. Over the past two years, under infrastructure development, my Government has approved 919 roads spanning 4,878 kilometres, 188 bridges, and 19 buildings at a cost of Rs 8,092 crore. Under the ‘Pradhan Mantri Gram Sadak Yojana’, approval has been received for 774 roads covering 2,426 kilometres. In the last two years, construction of 241 kilometres of roads across nine National Highways has been completed at a cost of Rs 1,731 crore.
81. Alongside strengthening road infrastructure in interior regions, my Government has launched the ‘Mukhyamantri Gramin Bus Seva Yojana’ to provide transport facilities to rural citizens. In the first phase, 57 buses are operating on 57 routes, extending passenger bus services for the first time to 330 villages.

82. The Hon’ble Prime Minister inaugurated Maa Mahamaya Airport in Ambikapur. My Government is continuously working to strengthen airports at Raipur, Bilaspur, Jagdalpur and Ambikapur. A cargo facility has also been initiated at Raipur Airport, providing substantial relief to traders and entrepreneurs.
83. Our cities have secured commendable rankings in the Swachhta Survey and are steadily becoming more liveable. Under the ‘Mukhyamantri Nagarotthan Yojana’, urban local bodies are being upgraded at a swift pace with an allocation of over Rs 525 crore.

84. My Government is preparing the State to serve as a powerhouse for a developed India. An Energy Summit was organised, which attracted investment proposals worth Rs 3.5 lakh crore.
85. The benefits of being an energy-surplus State are directly reaching citizens. For the year 2025-26, a provision of approximately Rs 500 crore has been made to provide up to 30 units of free electricity to more than 15 lakh BPL families.
86. We are committed to extending the benefits of the ‘Pradhan Mantri Surya Ghar Muft Bijli Yojana’ to citizens. In addition to the grant provided by the Central Government, my Government is offering a subsidy of up to Rs 30,000 under this scheme, encouraging a large number of consumers to come forward.
87. Under this scheme, 1,32,000 consumers have registered for installation of solar plants. Through 880 vendors, solar plants have already been installed in 27,400 households, while installation in 48,000 additional households is underway.

Honourable Members,
88. We are fully dedicated to building a developed Chhattisgarh, and our workers play a vital role in this journey. The Central Government has replaced 29 old labour laws with four Labour Codes. My Government is working swiftly towards their implementation. Over the past two years, more than Rs 800 crore has been disbursed under labour welfare schemes.
89. Under the leadership of Prime Minister Shri Narendra Modi, shortcomings in MGNREGA were addressed and the Developed India G-RAM-G law was introduced to strengthen rural development and reinforce the right to employment.
90. Our State is rich in mineral resources, which form the bedrock of our development. My Government is earnestly pursuing their exploration. Chhattisgarh is the first State to allocate lithium blocks. Transparency in sand mine auctions has been ensured through adoption of the e-auction process.
91. Major decisions have been taken to streamline administrative functioning. My Government has embraced digital governance to enhance transparency. An e-file system has been implemented to curb red tape, and biometric attendance has been introduced.
92. Just as continuous learning refines an individual’s thinking and capacity, regular training strengthens administrative efficiency and decision-making abilities. Under ‘Mission Karmayogi’, capacity building and skill enhancement of officers and employees are being undertaken.
93. Changes have also been made in the evaluation process of confidential reports, enabling a more accurate assessment of efficiency and performance.

94. The Revenue Department is directly connected with the concerns of the common citizen. My Government has introduced significant reforms through technology to provide relief to the public.
95. Surveys in rural areas have commenced using modern technology such as DGPS and rovers. In urban areas, a decision has been taken to undertake fresh land surveys at a 1500 scale, enabling small plots to be recorded accurately on land maps. Geo-referencing of Patwari maps is also underway.
96. The diversion process has been simplified and made online, with an auto-diversion system now in place. The self-mutation process has also begun. Survey work has been completed in 970 previously unsurveyed villages.
97. The authority to correct errors in revenue records, earlier vested only with the SDO (Revenue), has now been delegated to Tehsildars to facilitate public convenience.
98. Reforms have been undertaken to simplify and streamline the registration process. Ten revolutionary initiatives in this direction have made registration simpler, more accessible and transparent.

99. My Government is committed to preserving and nurturing the rich cultural heritage of Chhattisgarh. The _Rajim Kumbh Kalp_ was organised with great devotion, drawing saints and devotees from across the country.
100. Baba Guru Ghasidas Ji gave us the message of _“Mankhe Mankhe Ek Saman”_. My Government is committed to preserving the sacred sites associated with him. Facilities for devotees visiting Giraudpuri Dham have been significantly expanded. During the Giraudpuri Dham Mela, better arrangements for food, medical services, drinking water, electricity, emergency services, security and cleanliness have been ensured. Development works worth Rs 162 crore are being undertaken in Bhandarpuri.

101. Literature refines our sensibilities and enriches public life. Chhattisgarh has always enjoyed a rich literary tradition. The first Hindi short story was written on this sacred soil. To carry forward this fertile literary legacy, my Government organised the ‘Raipur Sahitya Utsav’. Over three days, eminent litterateurs from across the country participated, and a large number of literature enthusiasts attended.

102. My Government is also establishing Chitrotpala Film City. This will provide excellent shooting locations to our thriving Chhollywood industry and contribute to the growth of Chhattisgarhi cinema.

103. Environmental conservation remains our highest priority. Under the Prime Minister’s ‘Ek Ped Maa Ke Naam’ campaign, more than 7 crore saplings have been planted.

104. Chhattisgarh is steadily carving a place for itself on the global tourism map. Dhudmaras village in Bastar has been selected as the Best Tourism Village by the UN Tourism Organisation. The world’s attention is turning towards our rich biodiversity. Through the Shaktipeeth Corridor, improved facilities are being ensured at major Shakti sites. Kopra Reservoir in Bilaspur district has been designated as a Ramsar Site. Under the ‘Swadesh Darshan Yojana’, development work is being undertaken at Bhoramdev in Kawardha district and Mayali in Jashpur district.

105. To transform the State into a developed entity by 2047, the ‘Anjor Vision’ Document has been prepared. It serves as the blueprint of my Government’s vision, and determined efforts are underway to achieve its objectives.

106. My Government continuously seeks feedback from citizens and formulates policies aligned with their aspirations and expectations, so that through collective participation, we may advance towards building and beautifying Chhattisgarh Mahatari.
