Chhattisgarh Chief Minister presents two years report card of good governance

Chief Minister Vishnu Deo Sai presented the two-year performance report of the state government at a press conference held at New Circuit House on Friday.

He stated that the people of Chhattisgarh placed their trust in the leadership and guarantees of Prime Minister Shri Narendra Modi, and the government has fulfilled this responsibility with “complete dedication and commitment”. Over the past two years, public trust has become “stronger and more assured”.

CM Shri Sai stated that on the very next day of forming the government, approval for Pradhan Mantri Awas Yojana was granted to more than 18 lakh needy families. Paddy procurement continues at the rate of Rs. 3,100 per quintal and up to 21 quintals per acre, enabling agriculture to become a “profitable and sustainable livelihood”.

He stated that the Mahtari Vandan Yojana has emerged as a “historic initiative for women’s empowerment”. Around 70 lakh women of the state are receiving a monthly assistance of Rs. 1,000. Through DBT, more than Rs. 14,306 crore has been disbursed across 22 instalments so far.

The Chief Minister stated that, for the welfare of tribal communities and forest produce collectors, the tendupatta remuneration has been increased from Rs 4,000 to Rs 5,500, benefiting 13 lakh families. The Charan Paduka scheme has been revived, and free ration is being provided to 73 lakh low income families.

He stated that a “transparent recruitment system for youth” has been put in place. The PSC scam has been handed over to the CBI, an annual calendar for competitive examinations has been implemented, and the age limit has been relaxed. Recruitment is underway for more than 32,000 posts.

The Chief Minister stated that a “decisive battle against Naxalism” is underway. In the past two years, 505 Naxalites have been neutralised, 2,386 have surrendered, and 1,901 have been arrested. Alongside security measures, “development-driven integration” is bringing Bastar into the mainstream.

He stated that under the Niyad Nella Naar Yojana, basic services such as ration, Aadhaar, Ayushman cards, housing, electricity, and roads have been extended to remote villages. Schools in Bastar have reopened, while eco-tourism, Bastar Pandum, and the Bastar Olympics are giving the region a “renewed cultural and developmental identity”.

CM Shri Sai stated that schemes such as the Shri Ram Lala Ayodhya Dham Darshan Yojana and Mukhyamantri Teerth Darshan Yojana are being implemented to preserve cultural and religious heritage. Rajim Kumbh Kalp, Bastar Dussehra, and the development of Shakti Peeths have been accorded “new grandeur and renewed cultural significance”.

He stated that more than 400 reforms have been undertaken to strengthen “good governance”. Through the Good Governance and Convergence Department, the Atal Monitoring Portal, e-office systems, and digital governance, effective monitoring of schemes has been ensured.

The Chief Minister said a new industrial policy has been implemented for trade and industry. As many as 231 provisions have been decriminalised, the Jan Vishwas Act has been enforced, and investment proposals worth Rs. 7.83 lakh crore have been received. Logistic parks, air cargo facilities, and industrial parks have been established.

The Chief Minister stated that GST collection has increased by 15 per cent, reaching Rs. 23,454 crore. The enhancement of the e-way bill limit, approval for 24×7 establishment operations, and the opening of GST offices in districts have provided “major relief and convenience to the business community”.

CM Shri Sai stated that rationalisation in the education sector has resolved the teacher shortage issue. The National Education Policy has been implemented, smart classrooms and Vidya Samiksha Kendras have been established, medical colleges have been expanded, and MBBS education in Hindi has been introduced—creating a “new momentum in educational reform”.

He stated that, for youth skill development, Model ITIs have been established, Nava Raipur is being developed as an “Education City”, state-of-the-art libraries have been established, Khelo India Centres have been set up, and sports promotion schemes are being implemented to nurture emerging talent.

CM Shri Sai stated that with the support of the “double-engine government”, Chhattisgarh has seen unprecedented expansion in road, rail, expressway, industrial, and social infrastructure. He affirmed that the government is committed to placing Chhattisgarh among the “leading states of the nation” through development, security, and good governance.

The Chief Minister stated that infrastructure development in Chhattisgarh has gained “unprecedented momentum”. Rail projects worth more than Rs. 47,000 crore are currently underway, and approval has been granted for the Kharsia–Parmalaksa rail line, which will link the state’s major industrial corridors. Work on expressways connecting Visakhapatnam and Ranchi is progressing rapidly. Additionally, 37 national highway projects worth over Rs. 18,000 crore are under development.

The Chief Minister stated that air connectivity in the state has expanded significantly. The Prime Minister inaugurated the Ambikapur Airport, and new flights have begun from Bilaspur, Jagdalpur, and Ambikapur. Provisions have been made in the budget to expand airstrips in Jashpur and Balrampur. In line with Atal Bihari Vajpayee’s vision for Chhattisgarh, the government is giving special attention to “cultural enrichment”—with increased programs for folk artists, enhanced artist pensions, and the establishment of the Chitrotpala Film City.

The Chief Minister stated that, in the public interest, a subsidy is being provided for electricity consumption up to 200 units, and the Surya Ghar Muft Bijli Yojana is being supported with both central and state subsidies. To provide affordable plots to the urban middle and lower-income groups, the Chhattisgarh Affordable Housing Rules have been implemented. Under the Jal Jeevan Mission, more than 40 lakh families have been provided clean drinking water, and the Anjor Vision Document has been prepared to achieve the goal of a “Viksit Chhattisgarh by 2047”.

He added that the benefits of this development momentum are visible in the lives of every citizen. Expressing gratitude to the media, he assured the public that the government will serve “Chhattisgarh Mahtari with full dedication”. He urged all citizens to contribute unitedly to the state’s peace and prosperity.
