The Chhattisgarh Gazetted Officers Association held a marathon meeting to list out the issues that political parties would be propelled to include in its election manifesto for the ensuing assembly polls.
The issues, to be sorted out, would focus on the problems faced by the gazetted officers in Chhattisgarh. The association has been arguing for a one state one recruitment policy.
State President of the Gazetted Officers Association Kamal Verma and Organising Secretary Nandlal Chaudhary in a joint statement said that the meeting was organized at Indravati Bhawan regarding the problems of the Gazetted Officers, in which the officers of various departments gave valuable suggestions in the interest of the union. They pointed out that despite the clear instructions of the government, the issue of violation of their rights remained unabated.
The gazetted officers suggested simplification of various rules of governance and also gave suggestions for making necessary amendments. “The government will not face any additional financial burden by taking such a decision,” Verma and Chaudhary said. After being selected through the Public Service Commission, the officers are posted in different departments. But due to lack of uniformity in the recruitment rules of the departments, the officers of many departments neither get the benefit of time scale pay scale nor promotion, they added.
The officers present in the meeting also decided to set up a seven-member committee to study the recruitment rules of some departments and simplify the orders issued by the government. Verma said that according to the manifesto of the government, it has been decided to send a letter to the government to increase the four-level time scale pay scale and earn leave to 300 days instead of 240 days.
The union has expressed anger over not giving timely promotion and time scale pay scale by various departments under the pretext of confidential reports. “For a permanent solution to this problem, a proposal was also passed to make the process of writing confidential reports online like that of the ministry,” they said, adding that the issue of not completing the departmental inquiry on time even after the clear instructions of the government was also raised by the officers of various departments.
In most of the departments, the setup issued at the time of formation of the state is still in force. While the population of the state has increased enormously in 22 years, there is a need to increase the setup of all the departments. Due to lack of increase in the setup, the workload on the officers has increased that has affected their health.
The association also deliberated on the award of only 03 posts of IAS from Allied Services in the state. They expressed deep concern and displeasure on the issue and raised the demand to give adequate representation to other services by adopting a transparent system for awarding IAS.
The association decided to correspond with the Chief Minister and Chief Secretary on the issues that came up in the meeting.
Besides the officers of different departments, Jitendra Gupta, Dildar Maravi, Dilip Agarwal, Yugal Verma, Avinash Tiwari, Dr. BP Soni, Dinesh Tiwari, Vishnu Paigwar, Arvind Jaiswal, BP Rajbhanu, Pushan Sahu, Abhay Dewangan and others attended the meeting.
