Chhattisgarh Finance Minister O P Choudhary on Tuesday presented the state budget for the financial year 2026-27 in the Legislative Assembly on Tuesday, laying out a Rs 1.72 lakh crore plan themed “Sankalp”.
The annual budget plans to drive inclusive development, welfare, and infrastructure growth under the Vishnu Deo Sai government.
Choudhary presented the third consecutive budget This was the third budget of Chief Minister Vishnu Deo-led Bharatiya Janata Party (BJP) government for financial year 2026-27 amid thumping of tables by treasury benches. In his around one hour and 48 minutes speech, the State Finance Minister said that the State Budget for the financial year-2026-27 aims to accelerate growth and achieve targets of Chhattisgarh Anjore-2047 to make Chhattisgarh as a developed state by 2047.
The State Budget for the financial year of Rs 1,65,000 crore was presented in the last fiscal.
He said that the budget has grown 35 times from Rs 4,944 crore when Chhattisgarh was made a new state in 2000. He described the 2026–27 budget as an effort to maintain economic expansion with social justice and regional balance.
The State Finance Minister said that the State Budget for the financial year-2026-27 reflects the resolve to ensure inclusive development, human resource development, balanced regional development, strengthen infrastructure and investment.
The budget projected the Gross State Domestic Product (GSDP) at Rs 7,09,553 crore for 2026–27, reflecting a 12.4 per cent growth over the previous year’s estimate of Rs 6,31,290 crore. Total receipts and expenditure are estimated at Rs 1,72,000 crore. Revenue expenditure is estimated at Rs 1,45,000 crore. The fiscal deficit is estimated at Rs 20,400 crore, or 2.87 per cent of GSDP. A revenue deficit of Rs 2,000 crore for the year has been projected in the budget.
Rs 16,560 croe has been allocated to Panchayat and Rural Development Department, Rs 22,360 crore to School Education Department, Rs 3,890 crore to Public Health Engineering Department, Rs 8,380 crore to Home Department, Rs 8,050 crore to Public Health and Family Welfare Department, Rs 13,507 crore to Agriculture Department, Rs 12,820 crore to Food and Civil Supplies Department, Rs 11,000 crore to Women and Child Development Department, Rs 9,450 crore to Public Works Department and Rs 9,015 crore to Energy Department.
AI Mission, Sports Excellence Mission, Tourism Development Mission, Infrastructure Mission, and Startup and NIPUN Mission has been introduced in the budget with a commitment to allocate at least Rs 100 crore annually to each over the next five years.
Rs 600 crore has been allocated to paddy procurement facilitation, Rs 6,700 crore to energy subsidy, Rs 2,000 crore to National Health Mission, Rs 1,500 crore to Samagra Shiksha Abhiyan, Rs 3,000 crore to Jal Jeevan Mission, Rs 6,00 crore to Deendayal Upadhyaya Bhumihee Krishi Majdoor Kalyan Yojana, Rs 10,000 crore to Krishak Unnati Yojana, Rs 8,200 crore to Mahatari Vandana Yojana, Rs 6,500 crore to Mukhamantri Khadyaan Sahayata Yojana, Rs 1,500 crore to Shaheed Veer Narayan Singh Ayushman Yojana, Rs 4,000 crore to Viksit Bharat G RAM G, Rs 4,000 crore to PMAY-G, Rs 1,725 crore to PMGSY, Rs 720 crore to PM JANMAN, Rs 300 crore to Mukhyamantri Samagra Vikas Yojana and Rs 825 crore to PMAY (Urban).
12 new initiatives have been introduced in the budget. Two education cities will be developed at Abujhmad and Jagargunda in Bastar region, in which Rs 100 will be allocated. Rs 250 crore budget has been allocated for 23 new industrial parks. Rs 200 crore has been allocated for Scheme for Land Bank Development. Rs 100 crore has been allocated for Schemes for promoting Food, Agriculture and Allied Industries in Bastar and Surguja. Rs 100 crore has been provisioned for Cashless Medical Service for government employes.
Rs 42.50 crore has been allocated for Sirpur Development Plan. Rs 20 crore has been provisioned for GAD Quarters at District Headquarter and Block Headquarter. Rs 20 crore has been provisioned for new O&M Policy Implementation. Mainpat Tourism will be promoted. Electronic Manufacturing Cluster 2.0 will be developed. Handicraft Emporium will be set up at five metro airports. Janjatiya Sur-Gudi will be also set up.
Budget provisions have been made for ten new schemes- Mukhamantri Adarsh Shahar Samriddhi Yojana (Rs 200 crore), Mukhyamantri Drutgami Sadak Sampark Yojana (Rs 200 crore), CG ACE: Assistance for Competitive Examination Udaan, Shikhar and Manjil (Rs 33 crore), CG VAYU- Chhattisgarh Viability Assistance for Yatri Udaan (Rs 30 crore), CG Astha Path (Shakti Peeth Bhraman) Yojana (Rs 5 crore), Rani Durgamati Yojana (Rs 15 crore), Swami Vivekanand Utkrisht Shala Yojana (Rs 100 crore), Mukhyamantri Siksha Sahyog Yojna (Rs 10 crore), Lakhpati Didi Bhraman Yojana (Rs 5 crore) and CG Yuva Darshan Yojana (Rs 5 crore).
