Chhattisgarh sanctions Rs 429.45 crore to strengthen urban infrastructure

The Chhattisgarh Government has launched the Mukhyamantri Nagarotthan Yojana this year to create “iconic urban infrastructure” across the state. In its first phase, the scheme has been implemented in all 14 Municipal Corporations, with significant projects being approved to strengthen urban facilities and redesign the public realm.

Following the approval of Deputy Chief Minister and Minister for Urban Administration Arun Sao, 26 projects worth Rs. 429.45 crore have been sanctioned in 13 Municipal Corporations. These include the expansion of Marine Drive, development of an Oxy Zone-cum-Sports Complex, construction of an Inter-State Bus Terminal, road junction improvements, hi-tech bus stands, auditoriums, lake beautification, large parks, strengthened water supply, mobility corridors, Gaurav Path networks and major bypass and widening works.

A dedicated budget of Rs. 500 crore has been allocated for the scheme in FY 2025–26. Work orders have already been issued for five projects, while foundation laying ceremonies have been completed for five others.

Chief Minister Vishnu Deo Sai said the Mukhyamantri Nagarotthan Yojana will bring a “major transformation in urban infrastructure”, adding that the scheme has been designed with a focus on sustainable development and citizen-centric solutions. He stated that it will play a vital role in shaping modern, aesthetic and vibrant urban centres across Chhattisgarh.

Deputy Chief Minister Arun Sao emphasised that the scheme has been launched in alignment with the year’s budget plan to create “liveable cities” and enhance “ease of living”. In the first phase, all Municipal Corporations have been included, and the scheme will gradually extend to all urban local bodies. Under this initiative, the needs of the expanding population will be addressed through the development of major roads, road widening, bypasses, flyovers, service lanes, underpasses, and other essential infrastructure. Riverfront development and major public parks will be taken up to create accessible and environmentally conscious urban spaces. Only projects that can serve as models of urban excellence will be included.

Key Components of the Mukhyamantri Nagarotthan Yojana

Under the scheme, work will be undertaken for major road construction, road widening, bypass road development, service roads, flyovers, underpasses, water supply upgrades, sewage network expansion, integrated solid waste management, rotary junction redesign, sports complexes, hi-tech bus stands, auditoriums, public parks, riverfront development and improvement of tourist sites. City-specific priority works will also be included.

Monitoring by District-Level Committee

All Nagarotthan works will be monitored by a district-level committee chaired by the Collector. The committee will ensure adherence to timelines and maintain quality standards. The Municipal Commissioner will serve as Member-Secretary, while Executive Engineers from the Public Works and Public Health Engineering Departments will serve as members.

Sanctioned Rs. 91.27 crore for works in Raipur, Rs. 64.66 crore in Raigarh, Rs. 57.92 crore in Bilaspur; Rs. 36.55 crore sanctioned for Gaurav Path in Korba

Under Mukhyamantri Nagarotthan Yojana, a total of Rs. 91.27 crore has been sanctioned for four major works in Raipur Municipal Corporation. These include the development of 18 road junctions at a cost of Rs. 9.02 crore , strengthening of the water supply system worth Rs. 23.38 crore, Mahadev Ghat Redevelopment Phase–1 at Rs. 18.86 crore, and construction of a Technical Tower in Telibandha for Rs. 40 crore.

In Raigarh Municipal Corporation, three works amounting to Rs. 64.66 crore have been approved. These include the Rs. 29.57 crore expansion of Marine Drive from New Shani Mandir to Chhath Ghat, the Rs. 12.81 crore Oxy Zone–cum–Sports Complex near FCI, and the Rs. 22.28 crore upgrading of the New Sarangarh Bus Stand as an inter-state terminal.

In Bilaspur Municipal Corporation, nine works worth Rs. 57 crore 92 lakh have been sanctioned. These include Rs. 17 crore for widening the Ashok Nagar–Birkoni Road, Rs. 9 crore 74 lakh for Atal Path from Arpa Indra Setu to Ram Setu, Rs. 5 crore 9 lakh for the Mangla Chowk–Azad Chowk road, and Rs. 5 crore 26 lakh for bitumen work and drain construction from Gurunanak Chowk to Mopka/Rajkishore Nagar Tiraha. Also approved are Rs. 2 crore 22 lakh for beautification of Rakhbanda Talab in Uslapur, Rs. 6 crore 82 lakh for CC roads and drains in Sirgitti, and Rs. 1 crore 70 lakh for CC road development in Zone–7. Additionally, Rs. 6 crore 48 lakh has been sanctioned for CC roads and drains in Tifra, and over Rs. 3 crore 62 lakh for streetlight replacement and electric pole upgrades across the city.
In Korba, Rs. 36 crore 55 lakh has been approved for constructing Gaurav Path from CSEB Chowk to Jain Chowk, and from ITI Chowk to Kosabadi Chowk.

Hi-tech bus stand and auditorium for Dhamtari; Rs. 11.6 crore for Maa Mahamaya Corridor in Ambikapur

Under the scheme, two works worth Rs. 24 crore 64 lakh have been sanctioned in Dhamtari Municipal Corporation—Rs. 17 crore 70 lakh for a new hi-tech bus stand and Rs. 6 crore 94 lakh for an auditorium.
Jagdalpur Municipal Corporation has received approvals totalling Rs. 19 crore 95 lakh, which include Rs. 10 crore 6 lakh for road widening from Muktidham to Amaguda Chowk via major intersections, and Rs. 9 crore 89 lakh for development and beautification of Dalpat Sagar.
Birgaon Municipal Corporation has been sanctioned over Rs. 24 crore 75 lakh for two works: Rs. 7 crore 90 lakh for constructing the 5.08 km Urla Nala and Rs. 16 crore 85 lakh for the road from Shani Mandir to Filter Plant via Kanhera Mor.

The Urban Administration Department has sanctioned Rs. 14 crore 84 lakh for four works in Chirmiri Municipal Corporation. These include Rs. 8 crore 65 lakh for a bypass from Sonamali Naka to Deendayal Chowk Paudhi, Rs. 3 crore 57 lakh for development and beautification near Koriya Colliery Shiv Mandir, Rs. 69 lakh for road widening from Atal Parisar to Malviya Nagar in Podi West Chirmiri, and Rs. 1 crore 93 lakh for road widening from Ahimsa Chowk Haldiwadi to Agrasen Chowk Bada Bazaar.
In Ambikapur Municipal Corporation, two works worth Rs. 13 crore 99 lakh have been approved—Rs. 2 crore 39 lakh for developing Pushpavatika Sargaon Park along with strengthening the water supply system, and Rs. 11 crore 60 lakh for constructing the Maa Mahamaya Corridor.

Canal Road to be built in Bhilai-Charoda; Rs. 17.33 crore for road development and widening in Risali

In Durg Municipal Corporation, Rs. 9 crore 84 lakh has been sanctioned for four-lane development from Dhamdha Road to Aditya Nagar towards Raipur Naka under-bridge and from Hanuman Nagar to Junwani Road.

Bhilai-Charoda Municipal Corporation has been sanctioned Rs. 29 crore 43 lakh for constructing the Canal Road from Dhabra Para to Indranagar.
Bhilai Municipal Corporation has received Rs. 24 crore 30 lakh for 24 works under the Nagarotthan Yojana.

In Risali Municipal Corporation, three road development and widening works amounting to Rs. 17 crore 33 lakh have been approved—Rs. 5 crore 21 lakh for Maitri Kunj to Madhurisha Phase-3, Rs. 7 crore 97 lakh for Azad Chowk to Krishna Talkies Road, and Rs. 4 crore 15 lakh for Shri Ram Chowk to Balaji Apartments (Ward 23) .
