Chhattisgarh government has made it mandatory for the vehicle owner to get High Security Registration Mark (HSRP) installed on all categories of motor vehicles registered before April 2019 in the state of Chhattisgarh within 120 days.
The decision was taken at a high-level meeting held on Monday at Mahanadi Mantralaya Bhawan. It was chaired by Transport Commissioner S Prakash. Additional Transport Commissioner D Ravishankar and senior officials of the department and vendors installing the plates were present in the meeting. The two vendors, namely M/s Real Mazon India Limited and Rosmerta Safety System Limited, have been authorized by the Transport Department to install HSRP mark at the prescribed rate.
The HSRP is a tamper-proof number plate, featuring non-reusable locks. While regular number plates are made by pasting stickers on the plate which can easily be tampered with, the HSRP can only be removed by breaking the lock, preventing unauthorised replacement or tampering, official sources said.
The Regional Transport Officer (RTO) offices have been divided into Zone-A and Zone-B by the Transport Department. The officials said for installing high security registration plates on two-wheeler motor cycles, scooters, tractors, power tillers and trailers, the rate has been fixed at Rs 365.80 including GST and Rs 427.16 for 3-wheelers. The companies will charge Rs 656.08 and Rs 705.64 for light motor vehicles and passenger cars. All the payments will be made through digital mode only.
High Security Registration Mark (including the required third registration plate) will be installed by automobile dealers on motor vehicles registered in Chhattisgarh state before April 1, 2019 with an additional charge of Rs 100 for each installation. Additional amount will have to be paid for home delivery service.
It is worth noting that in compliance with the guidelines issued by the Supreme Court, New Delhi regarding High Security Registration Mark, the provisions of Central Motor Vehicles Act 1988 and Central Motor Vehicles Rules 1989, the notification issued by the Ministry of Road Transport and Highways, an order has been issued regarding installation of High Security Registration Mark on every vehicle registered in Chhattisgarh state before April 2019.
If the instructions issued for High Security Registration Mark are not followed, a fine will be imposed as per Central Motor Vehicles Act and Rules.
