Good governance is an important factor for development as it not only leads to systematic development of the country, but also improves the lives of citizens, said Chhattisgarh Finance Minister O P Choudhary.
Inaugurating the regional conference on good governance organized by the Department of Administrative Reforms and Public Grievances of the Union Ministry of Personnel, Public Grievances and Pensions and the Good Governance and Convergence Department of the Chhattisgarh Government in Nava Raipur today, Choudhary said innovations like Swachh Bharat Mission, Jal Jeevan Mission, GST, JAM Portal, Digital Inclusion, started on the initiative of Prime Minister Narendra Modi, have brought about a big change in the country.
Officers of the Indian Administrative Service and the Central Ministry of Personnel, Public Grievances and Pensions from across the country, including Chhattisgarh, are discussing the innovations, best practices and people-oriented works being done for good governance in the conference.
Addressing the inaugural session of the two-day regional conference, Choudhary said that bureaucrats would play an important role in making India a 55 trillion-dollar economy by the year 2047. He told the IAS officers from various states participating in the conference that for good governance, innovation and change, they would have to transform themselves so that their talent and personality do not deteriorate. Only those who change themselves with time will remain relevant, Choudhary said.
Asserting that India’s economy is growing rapidly, Chhattisgarh Finance Minister said with the leadership and good governance of Prime Minister Narendra Modi, India would emerge as the third largest economy of the world with an economy of 55 trillion dollars by the year 2047.
He added that many collectors and officers were doing effective innovation. They are delivering better citizen services in accordance with the time and the needs of their area. He said that today all officers need to acquire expertise in their field of work, only then welfare initiatives can be effectively delivered to the citizens. He said that in the coming times, states like Chhattisgarh will play an important role in India’s growing economy. Under the leadership of Chief Minister Vishnu Deo Sai, the attitude towards Chhattisgarh will change rapidly.
He hoped that the discussion on innovations, best practices and good governance works to be held in the conference for two days will also inspire the state officials and they will take initiative to implement them here.
Chhattisgarh Chief Secretary Amitabh Jain, while addressing the inaugural session of the conference, said that good governance was successful only when they were able to bring smiles on the faces of those for whom they were working. “If your beneficiaries are satisfied with your work, then that is the success of good governance. For good governance, good intentions are most important to successfully deliver schemes and programs to the targeted people,” Jain said. Citing many examples like formation of various development authorities in Chhattisgarh, construction of canal linking road, expressway in Raipur, he said that many innovations are also taking place in governance and administration here. Keeping in view the regional and local needs, works for the welfare of the people are being done accordingly.
Additional Secretary, Central Administrative Reforms and Public Grievances Department, Puneet Yadav, gave information about the innovations being done by the department for redressal of personnel and public grievances. He informed that complaints are being resolved rapidly using many digital platforms. Innovations, best practices and good governance in different parts of the country are being highlighted and rewarded at the national level.
In today’s first session, various innovations happening in four states were shared. Director General of Indian Institute of Public Administration, S N Tripathi chaired the session. Anurag Shrivastava, Director of Jal Jeevan Mission in Uttar Pradesh, explained in detail about the successful solar based water supply schemes there. He said that solar based water supply schemes will save Rs 1 lakh crore in Uttar Pradesh in the next 30 years. These schemes will also reduce carbon emissions.
V Kirti Vasan, Collector of Koraput district of Odisha, informed about the innovation being done to provide employment to local people through rural industrial complexes. Thavasilan, an officer of Indian Administrative Service from Nagaland, shared the innovation of Nagaland Health Security Society and Chief Minister Health Insurance Scheme in his state. Through these, cashless health insurance facilities are being provided there and cashless health insurance is also being provided to the people outside the state.
Deputy Commissioner of Revenue Department in Madhya Pradesh, Ms. Alka Singh made the officials aware of the innovation related to cyber tehsil started there from the month of February. Online registration of land and instant transfer of name is being done through ‘Sampada’ portal. Revenue matters are being resolved quickly with the use of modern technology. After digitization of land records in the state, 13 tehsildars are operating 1364 revenue courts.
