Bihar Administrative Services Association (BASA), an organisation of the state services officers, on Thursday filed a complaint against the Additional Chief Secretary (excise and registration) K K Pathak, an IAS of 1990 batch for allegedly using abusive languages against the Deputy Collectors and Biharis in particular.
Confirming receipt of the complaint filed by Sunil Kumar Tiwary, General Secretary of the BASA at Sachivalaya police station here, City SP (central), Patna, Vaibhav Sharma said police had sought approval of the competent authority to investigate into the complaint. Sunil Kumar, excise and registration minister, who is a former IPS of 1987 batch said, “I have heard about the video. Will take action if found necessary. No officer is expected to abuse Biharis”.
According to the complaint received at the police station, Pathak, while addressing a meeting of the departmental officers in the State Secretariat, used abusive languages against Biharis; abusing their mother and sister”. He also claimed Biharis have no traffic sense like citizens of Chennai.
About Deputy Collectors, the senior IAS officer is heard using obscene language and threatening them with Band Baja Denge (will set them right). A Deputy Collector present in the meeting is heard expressing regret after which the ACS left the meeting with promise to hold another meeting on February 13.
BASA in its complaint with the police said Pathak had lost mental balance and necessary action should be taken against him.
Last week, he had got the registration of association (BASA) cancelled on charges of indiscipline by its members who had passed a resolution to monitor probe ordered by DM of Madhubani against one of its members.
BASA submitted a memorandum to the Chief Secretary, Amir Subhani today. Pathak is Director General of the Institute for training the Deputy Collectors.
Nikhil Anand, state BJP spokesman, in a statement demanded sacking of Pathak for abusing Biharis. He alleged the senior civil servant was not competent to remain in the office as he has lost his mental balance, “IAS K K Pathak may be a very educated scholar, but he has suffered from mental depression and frustration while being in bureaucracy for a long time. Get him treated. He is abusing mother and sister to the BASA officers like a street lumpen or hooligan. He must apologise or sack him”, Anand said.
