The Chhattisgarh government led by Chief Minister Vishnu Deo Sai has made important amendments in the Chhattisgarh Industrial Land and Building Management Rules, 2015 to accelerate industrial development in the state and ensure the welfare of workers.
The amendment, which was notified on 27 February 2025, provides new opportunities for the use of leased land for industrial units and construction of worker housing in industrial areas. The move is being seen as an important initiative towards making the state’s industrial policy more investor-friendly and improving the living standards of local workers.
Under the new amendment, initiated by Chief Minister Vishnu Deo Sai, industrial units have been allowed to regularize 15 per cent of the total leased land for non-industrial activities, such as administrative buildings, canteens, or other facilities. Earlier the limit was strict, due to which many units faced difficulties in operations. Now, the relaxation will enable entrepreneurs to use land flexibly to increase the efficiency of their units.
Another important aspect of the amendment is the permission to construct housing for workers in industrial areas. The move will not only provide better living facilities to the workers but will also increase the availability of workers in industrial areas. It will give workers an opportunity to live closer to the workplace, saving their travel cost and time.
Permission to regularize 15% of land will enable entrepreneurs to improve the infrastructure in their units. This will increase productivity and efficiency. For non-industrial use, such as office buildings or employee facilities, obtaining permission was complex and time-consuming. Under the new rule, 15 percent of the land has been allowed to be regularized without any complex process. This will help entrepreneurs reduce operational costs and strengthen infrastructure. For example, a unit can now build an employee welfare center, training facility, or warehouse on this 15 percent land.
Industrial areas in Chhattisgarh are often located in rural or semi-urban areas, where there is a lack of housing for workers. This forces workers to travel long distances, which affects their productivity. Under the amendment, industrial units can now build housing for workers in or around their premises. This facility will not only benefit the workers but will also provide entrepreneurs with a stable and dedicated workforce.
Industrial experts believe that the amendment will make Chhattisgarh more attractive for investment. Rajesh Agarwal, an industrialist from Raipur, said, regularization of 15 per cent land will help them increase employee amenities in their premises. Also, permission for worker housing will boost the morale of their employees.
Chief Minister Vishnu Deo Sai has described the amendment as part of the vision of developed Chhattisgarh. He said that the aim is to promote industries as well as ensure the welfare of workers. The amendment will prove helpful in achieving both the objectives.
