SECL’s new initiative for timely, transparent, and effective resolution of stakeholder grievances

In a significant step towards ensuring the systematic and effective resolution of grievances of its officers, employees, and other stakeholders, South Eastern Coalfields Limited (SECL) has established dedicated Grievance Redressal Cells under its initiative “Mission Sambandh”.
This mechanism has been implemented at all sub-area, area, and headquarters levels to ensure a transparent, time-bound, and accountable grievance redressal process.
Each Grievance Redressal Cell at the operational area level comprises senior officials such as General Manager (Operations), Staff Officer (HR), Area Finance Manager, Staff Officer (Electrical/Mechanical), Staff Officer (Land Revenue), Staff Officer (Civil), and Staff Officer (Material Management).
Similarly, the committee at SECL Headquarters, Bilaspur includes General Manager (PRB Cell)/GRC, General Manager (Finance)/HoD, General Manager (E&M), General Manager (Land Revenue), General Manager (Material Management), General Manager (HR/IR/Establishment), General Manager (Welfare), and Deputy General Manager (HR/Administration).
SECL’s Director (Personnel), Shri Biranchi Das, stated that the Grievance Redressal Cell is not just an administrative mechanism, but a reflection of SECL’s accountability and trust towards its employees and stakeholders.
This joint initiative of the Human Resources and Vigilance Departments of SECL aims to listen to and resolve various grievances and issues in a structured manner at the sub-area, area, and headquarters levels.
Key Features and Process:
- Grievances submitted by complainants will be recorded in a prescribed format, with an acknowledgment provided.
- Each grievance will be forwarded to the concerned department based on its nature, and timely updates will be obtained.
- Complainants will be informed about the status of their grievance resolution.
- Unresolved grievances at the sub-area level will be escalated to the area level.
- If unresolved at the area level, grievances will be referred to the GM (PRB Cell)/GRC at the headquarters.
- Grievances received at area and headquarters levels will be resolved through quarterly meetings.
- After monthly meetings at the area level, reports will be sent to the GM (PRB Cell)/GRC at Bilaspur.
- A quarterly report will be presented to the Director (Personnel).
- For wider awareness, banners, notices, etc., will be displayed at appropriate locations to keep all stakeholders informed.
- Efforts are underway to digitize this process through an online or mobile application platform in the future.
On July 26, 2025, meetings of the newly constituted Grievance Redressal Cells were held across SECL’s operational areas, during which grievances received were heard and concrete steps taken towards their resolution.
This initiative under “Mission Sambandh” strengthens SECL’s organizational responsibility and commitment toward its stakeholders, marking a progressive step toward transparency, responsiveness, and resolution.
